On April 28, 2012, Premier Wen Jiabao of the State Council signed State Council Order No. 619, the "Special Provisions on Labor Protection for Female Employees," a specialized regulation aimed at safeguarding the special interests of female employees in China. On May 10, 2012, the "Special Provisions on Labor Protection for Female Employees" were officially promulgated at the Palace of Culture for Workers, hosted by the All-China Federation of Trade Unions and the Women Workers’ Committee of the ACFTU, and organized by the Beijing Municipal Federation of Trade Unions. A grand launching ceremony and consultation day event were held concurrently. Wang Yupu, Vice Chairman of the ACFTU and First Secretary of the Secretariat, attended the launching ceremony and delivered a speech. Other leaders—including Zhang Mingqi and Ni Jianmin, Vice Chairmen of the ACFTU and members of the Secretariat; Zhang Jing, Secretary of the Secretariat of the All-China Women’s Federation; and Zeng Fanxin, Party Secretary and Vice Chairman of the Beijing Municipal Federation of Trade Unions—jointly touched the colored ball to officially launch the publicity month for the "Special Provisions." They also presented single-volume copies of the "Special Provisions" to female employee representatives and female worker cadres. At the launching ceremony, the illustrated promotional leaflets for the "Special Provisions on Labor Protection for Female Employees," designed by the Office of the ACFTU’s Women Workers’ Department and printed with the support of Shaanxi Wan’an Pharmaceutical Co., Ltd., were highly popular. As the only product nationwide approved by relevant authorities as a “special hygiene protection item for female employees,” Sister Shu was the sole product participating in the consultation event and received widespread acclaim from the attendees. During their inspection of the Sister Shu consultation booth, leading officials expressed their appreciation for Sister Shu’s years of dedication across the country to conducting health education lectures for female employees and for its status as “the most persistent public welfare initiative.” They also expressed gratitude for the product’s contribution as a specialized tool for labor protection, helping to safeguard the health and well-being of female workers.

The illustrated promotional leaflet on the "Special Provisions for the Labor Protection of Female Workers," printed with support from Shaanxi Wan'an Pharmaceutical Co., Ltd.—a company renowned for producing "Jie Mei Shu," a specialized hygiene protection product for female workers recommended by the Women Workers’ Department of the All-China Federation of Trade Unions—was warmly received at the event.
At the large-scale event held on May 10, the “Zi Mei Shu” product was the only one invited to participate. At the “Zi Mei Shu” product’s booth, female employee representatives from various regions who came to attend the event stopped frequently to carefully inquire about the product’s details. Some female cadre members even invited Wan’an Pharmaceutical to return and hold another public welfare lecture at their workplaces, expressing their willingness to promote the distribution of “Zi Mei Shu” as a special benefit for female workers. “The ‘Special Provisions on Labor Protection for Female Workers’ issued by the State Council represents a formal recognition of the special interests of female workers. Female worker leaders at all levels must ensure that these special protections are effectively implemented: simply granting female workers leave during menstruation, pregnancy, childbirth, and lactation is not enough; providing a certain financial subsidy often ends up being merely a formality.” At the large-scale consultation day held on May 10, some local female worker department leaders told the management of Wan’an Pharmaceutical in this way. “With such a thoughtful product as ‘Zi Mei Shu,’ female worker organizations should encourage enterprises and institutions with the necessary resources to distribute it as a special benefit for female workers—showing care and concern for them and using ‘Zi Mei Shu’ to prevent gynecological diseases and effectively reduce their incidence rate. In fact, the health of female workers not only boosts the work efficiency of enterprises and institutions but also benefits society as a whole, bringing immediate benefits today and lasting advantages for generations to come.”

Shaanxi Wan'an Pharmaceutical Co., Ltd. is the only company invited to participate in the large-scale consultation day event held at the Beijing Palace of Labor and Culture.
