Regulations on the Work of the Trade Union Women’s Committee
(2014 Adopted at the First Meeting of the Sixth Committee of Female Workers of the All-China Federation of Trade Unions on March 1. )
Chapter 1 General Provisions
Article 1: In order to strengthen the organizational development of trade union women’s committees and the work related to female workers in trade unions, these Regulations are formulated in accordance with the relevant provisions of the Trade Union Law of the People’s Republic of China and the Constitution of the All-China Federation of Trade Unions.
Article 2: The Women Workers’ Committee of the trade union is an organization for female workers that operates under the leadership of the trade union committee at the same level and under the guidance of the Women Workers’ Committee of the higher-level trade union, carrying out its work in accordance with the characteristics and wishes of female workers.
Article 3: The Women Workers’ Committee of the Trade Union shall be guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of the “Three Represents,” and the Scientific Outlook on Development. It will unswervingly follow the path of trade union development with Chinese characteristics under socialism, promote the implementation of the basic state policy of gender equality, and lawfully express and safeguard the legitimate rights and special interests of female workers.
Chapter 2: Basic Tasks
Article 4: Unite and mobilize female workers to carry forward the spirit of ownership characteristic of the working class, actively engage in reform and opening-up and socialist modernization, and strive to promote economic, political, cultural, social, and ecological civilization development. Let us fight tirelessly to fully build a moderately prosperous society, transform our country into a prosperous, democratic, civilized, harmonious, and modern socialist nation, and realize the Chinese Dream of the great rejuvenation of the Chinese nation.
Article 5: We shall, in accordance with the law, safeguard the legitimate rights and special interests of female employees in political, economic, cultural, social, and family spheres, and fight against any act of discrimination, abuse, maltreatment, or persecution directed at female employees.
Article 6 Participate in the formulation and improvement of laws, regulations, rules, and policies related to the protection of female employees’ rights and interests, and supervise and assist relevant departments in their implementation. On behalf of and on behalf of female employees, organize them to participate in democratic management and democratic supervision within their workplaces in accordance with the law. Participate in collective bargaining, the signing of collective contracts, and specialized collective contracts aimed at protecting the rights and interests of female employees, and also take part in monitoring their implementation. Provide guidance and assistance to female employees in signing and fulfilling labor contracts with their employers. Participate in the coordination of labor relations and mediation of labor disputes involving the special interests of female employees; promptly report any violations of female employees’ rights and interests, and urge and participate in the investigation and handling of such infringement cases. Carry out effective support and relief efforts for female employees facing difficulties.
Article 7: Provide ideological and political education for female employees, guide them in practicing the core socialist values, and foster in them a spirit of self-respect, self-confidence, independence, and self-improvement. Comprehensively enhance their ideological and moral standards, scientific and cultural literacy, professional skills, and overall health.
Article 8: Actively identify and cultivate female talent, and promptly recommend outstanding female talent to the relevant authorities.
Article 9: Work jointly with relevant trade union departments and other social stakeholders to effectively carry out work related to female employees. When making decisions on issues that affect the interests of female employees, the relevant parties must solicit the opinions of organizations representing female employees.
Article 10: Engage in friendly exchanges with international women’s organizations and contribute to the cause of women’s liberation.
Chapter 3: Organizational System
Article 11: Trade unions at all levels shall establish committees for female workers. The committees for female workers shall be established concurrently with the trade union committees. In grassroots trade union committees of enterprises, public institutions, government agencies, and other social organizations, a committee for female workers shall be established if there are ten or more female members; if there are fewer than ten female members, a female worker committee member shall be appointed instead. The chairperson and vice-chairperson of the grassroots trade union committee for female workers shall be submitted to the higher-level trade union for approval simultaneously with the trade union committee itself.
Article 12: The Women Workers’ Committees of the provincial, autonomous region, and municipality-level federations of trade unions, as well as the Women Workers’ Committees of industrial trade unions under vertical leadership, and the Women Workers’ Committees of large enterprises, public institutions, government agencies, and other social organizations shall establish offices (Women Workers’ Departments) responsible for the day-to-day operations of their respective Women Workers’ Committees. At the county level, township (subdistrict) level, and village (community) level, as well as in trade unions of medium- and small-sized enterprises, public institutions, and government agencies, full-time or part-time staff members may be appointed according to work needs; these unions may also establish offices (Women Workers’ Departments).
Article 13: Members of the Women Workers’ Committee shall be nominated by the trade union committee at the same level and elected through full consultation. Alternatively, they may be elected at a general meeting of women workers or at a congress of representatives of women workers. Trade union committees for women workers at the county level and above may, as required by their work, appoint several advisors.
Article 14: The Standing Committee of the Women Workers’ Committee of trade unions at the county level and above consists of one Chairperson, several Vice-Chairpersons, and several Standing Committee members.
Article 15: In the Congress of Trade Union Representatives, the Congress of Employee Representatives, and the Congress of Faculty and Staff Representatives, the proportion of female employee representatives should be commensurate with the proportion of female employees in the total workforce.
Article 16: The Women Workers’ Committee of the trade union is a collective member of the Women’s Federation at or above the county level and receives business guidance from the Women’s Federation through local trade unions at or above the county level.
Chapter Four: Cadres
Article 17: The director of the Women Workers’ Committee shall be held by the female chairperson or vice-chairperson of the trade union at the same level. Alternatively, through democratic consultation and in accordance with relevant criteria, a director for the Women Workers’ Committee may be appointed, who shall enjoy the same treatment as the vice-chairperson of the trade union at the same level. The director of the Women Workers’ Committee shall be nominated as a candidate for membership of the trade union committee or the standing committee at the same level.
Article 18: Trade union committees for female workers in enterprises and public institutions with 200 or more female employees shall be staffed with full-time officials dedicated to women’s work.
Article 19: The term of office for members of the Women Workers’ Committee is the same as that of members of the trade union committee at the same level. During the term of office, if adjustments become necessary due to changes in the members’ positions or other factors, the Women Workers’ Committee of the trade union shall propose suitable candidates for replacement or addition. Such replacements or additions shall be approved by the trade union committee at the same level after review and deliberation.
Article 20: The women’s committees of trade unions at all levels shall, in accordance with the requirements of revolutionary spirit, youthfulness, intellectualization, and professionalism, as well as the principle of both moral integrity and competence, strive to build a cadre team that is politically firm, professionally competent, characterized by a solid work ethic, honest and self-disciplined, passionate about women’s work, and deeply trusted by female workers.
Article 21: The women’s committees of trade unions at all levels shall strengthen the training and development of female cadres, attach great importance to training efforts, and enhance the overall quality of the female cadre队伍.
Chapter 5: Work System
Article 22: The Women Workers’ Committee shall practice democratic centralism. For all major issues, the committee or the Standing Committee shall extensively solicit the opinions of female workers and make decisions only after thorough democratic deliberation.
Article 23: The Women Employees’ Committee shall formulate relevant regulations as needed for its work. It shall hold meetings of the Standing Committee and the Committee once to twice each year, and may also convene ad hoc meetings as required.
Article 24: The Women Workers’ Committee of the trade union shall regularly report its work to the trade union committee at the same level and to the Women Workers’ Committee of the higher-level trade union.
Article 25: The women workers’ committees of trade unions at or above the county level shall focus their efforts on the grassroots level, enhance the vitality of grassroots women workers’ organizations, and provide services to the broad masses of female workers.
Chapter Six: Expenses
Article 26: Trade unions at all levels shall provide the necessary funding for the work and activities of the trade union committees for female workers. The required funds shall be included in the budgetary allocations of the trade unions at the same level.
Chapter VII Supplementary Provisions
Article 27: The Women Workers’ Committees of local trade unions may formulate implementing rules in accordance with these Regulations.
Article 28: The authority to interpret these Regulations rests with the Women Workers’ Committee of the All-China Federation of Trade Unions.
